Trade and Climate Change

In anticipation that the trading system will play an important role in assessing measures to combat the negative impacts of climate change in the coming decades, we target the elaboration of innovative policy recommendations and rule-making towards effective climate change. We address changes and appropriate measures for mitigation and adaptation. The overall goals entail the analysis and future development of the international trading and investment system in light of, and in response to, the challenges of climate change mitigation, adaptation and communication. We seek to examine the implications of climate change and climate change policies for international trade regulation and investment protection and how these areas should be further developed in the context of an appropriate architecture.

Cluster 5.1

Climate Governance and Trade

We address issues at the interface of trade, investment and emerging architectures of climate change institutions in the realm of the United Nations Framework Convention on Climate Change (UNFCCC) and other related instruments. We explore the changes that are required within the international trading system, including investment protection, as effective coping strategies to deal with the consequences of the impending climatic changes.

Cluster 5.2

The Challenges of Mitigation and Adaptation

Mitigation of and adaptation to anthropogenic climate change pose substantial challenges, economic and legal. In order to understand these issues, we examine both linkages between trade and the implied burden of mitigation through the global carbon network, and adaptation challenges linked to adjustment costs from shocks. This includes food security, where we both examine the interaction between trade and investment rules, and the mechanism of price transmission from global supply shocks.

Cluster 5.3

Energy, Trade and Climate Change

The energy sector is responsible for almost two-thirds of global greenhouse gas emissions. This cluster extends our earlier work on building blocks for a future Framework Energy Agreement to address climate change implications. Here we explore the role of international law, especially WTO law, in the changing structure of energy supplies and energy markets, especially renewables. We focus on investment, transit issues, including the law of the sea, and export restrictions in energy.
